Section 4
Council to be a self-governing body
– (1) The Council shall be a self-governing and organized body with uninterrupted succession.
(2) The Council shall have its own separate seal for all business proceedings.
(3) The Council may acquire, enjoy, sell or otherwise dispose of movable and immovable property like individuals.
(4) The Council may file a complaint in its own name as well as a person, and may also file a complaint against the Council in the same name.
